Cloudflare Gives AI Agents Identity and Spend Limits

Cloudflare is rolling out a set of tools designed to give artificial‑intelligence agents a verifiable identity and a spending limit, a move the company says will help the internet keep pace with increasing automation of online transactions.

New services promise identifiable AI agents

The firm introduced “Cloudflare Wallets” and a service called cloudflare.pay, which together aim to attach a stable, traceable identifier to each AI agent that runs on Cloudflare’s network. According to the company, each account will receive a unique web address that serves as a permanent ID.

Account owners can then assign that identifier to individual agents, allowing merchants to see exactly which organization authorized a request.

In addition to identity, the platform adds a financial component. An “Account Wallet” will hold a balance in stablecoins, and “Virtual Wallets” can be issued to individual agents. Those virtual accounts include built‑in limits: owners can cap total spend, restrict which merchants may be used, and set a maximum size for any single transaction.

Cloudflare’s chief executive Matthew Prince framed the effort as a response to a shift from human‑driven browsing to “agent‑driven commerce.” He said, “When an agent shows up at your door, you need to know who sent it. Cloudflare can give agents a face, a link to the human or organisation that owns them, so that trust, accountability, and real commerce can follow.”

Why businesses see a need for agent verification

Current bot‑detection tools were built mainly for search‑engine crawlers, not for software that can complete purchases or sign‑up for trials without human interaction. Companies say they lack a reliable way to differentiate a legitimate AI‑driven transaction from a malicious one.

As a result, many have to choose between tightening security, which can frustrate real customers, or accepting higher risk, a balance that does not scale well.

Cloudflare’s solution is intended to give merchants a clearer picture of who is behind each request. By linking an agent to a verified owner, the company argues that businesses can reduce fraud while still enabling automated buying experiences.

Reservation of Cloudflare Wallet handles is now open. The full suite of wallet functions—including fund transfers and the ability to issue Virtual Wallets—should become available over the next several months.

Most small businesses are unlikely to need the infrastructure right away.

The introduction of identity and payment controls could signal a broader trend toward more granular verification of automated traffic. If AI agents continue to take on larger roles in comparing products, completing purchases and even negotiating terms, the need for clear accountability may become a standard expectation rather than a niche feature.
